Three questions decide whether you get a working system or a slide deck.
1. Who owns the tagging plan document? It should be a living document in your possession, readable by someone who is not a specialist. If it exists only inside the agency's tools, you are renting your own measurement.
2. What happens on consent refusal? Ask exactly what is and is not collected when a visitor refuses. The honest answer includes a gap. An agency that claims full measurement regardless of consent is either mistaken or describing something you should not deploy.
