The 10 best web agencies in Montreal

In short

Agence Chocolat tops our ranking of the best web agencies in Montreal for teams that want WordPress sites, SEO and hosting from one French-speaking group, with named Quebec clients on its homepage. Agence Lex is the choice for TYPO3, Laravel and custom intranets, Digilia suits companies that want to deal directly with the builder on WordPress, Catalystdev fits projects that combine a website with business software, and Atoll Digital is built for multi-site platforms and bespoke brand work. The deciding criterion is not the number of projects an agency claims, it is whether it tells you who builds your site, how the work is done step by step, and what happens after launch.

Quick quiz

Agency, freelancer or in-house: who should run this for you?

Question 1 of 425%
What monthly budget do you have for this?

Choosing among the best web agencies in Montreal means choosing a team you can brief in French or English, that handles personal data properly and that still answers after launch. According to Statistics Canada's count of Canadian businesses for June 2024, published in August 2024, Canada had 1.36 million businesses with employees. Each of them is a potential client for a website, which is why so many agencies compete for the work.

Why does a local agency matter in Montreal?

A web agency sells something that is hard to judge before signing: how a site is built, maintained and changed over the years. A Montreal agency can meet you in person and take a brief in French or English, and that is a real advantage for a project that will be revised many times. It is an argument, not a guarantee, which is why the agencies below are judged on what their own sites publish, not on their address alone.

We did not find a verified figure for Montreal alone, so the market numbers here are national. According to Statistics Canada's release Technology and Internet Use, 2021, published in September 2022, one third (33%) of Canadian businesses made at least some sales online in 2021, and 89% had at least one form of web presence. Those are the businesses your Montreal agency is competing to serve.

What are Montreal buyers afraid of when they hire a web agency?

Four fears come back in this category. They are less about design than about what happens after the first invoice.

1. Owning nothing. The site, the domain, the hosting and the platform account end up in the agency's name. If the relationship ends, the site can stop working or become hard to move. Ask who holds each account before the first payment.

2. Personal data handled without a plan. Contact forms, analytics and booking tools collect personal information. Quebec's privacy law, Loi 25, applies to businesses that collect it, so the agency should explain how the site asks for consent, where the data is stored and how a visitor's request is handled.

3. A bilingual site that is only half done. Many Montreal businesses serve French and English customers. A site translated in a hurry, or two separate sites that never match, costs trust. Ask which languages are in the quote and who checks the wording.

4. A price that grows after the quote. Hosting, maintenance, new pages and integrations are often left out of the first figure. Ask for a written list of what the monthly fee covers and what is billed on top. Digilia, for example, says on its homepage that costs are known in advance, and that is worth asking for in writing.

How did we rank these agencies?

Four criteria, fixed before we checked which agencies would win them, applied only to what each agency publishes about itself. Every homepage on this list was read in November 2026.

1. Web building as the core business. Agencies whose main offer is building websites come before agencies where the web is one service among marketing, video or advertising.

2. A Montreal anchor on the site itself. An address, an office, a team, or the words "Montreal" in the agency's own text, not only in a search engine snippet.

3. Proof published on the site. Named clients, named projects or a showcase of working platforms, not only a count of projects.

4. A readable offer. Services listed, steps of work or a process published, and a clear way to start.

What we deliberately did not do: we did not reuse the project counts, years in business or "leader" claims that the sites display. They appear only as what each agency says about itself, because none of them can be checked from the outside.

1. Agence Chocolat

The team is described as senior, local and available in French.

Best for: small and medium Quebec businesses that want a French-speaking WordPress team with SEO and hosting in one place. Web building is one service among several, so ask how much of the first quote goes to the build itself.

Homepage of the TYPO3 and Laravel agency Agence Lex
Agence Lex presents itself as a TYPO3 and Laravel specialist in Montreal.

2. Agence Lex

Agence Lex is a Montreal agency that presents itself as a TYPO3 and Laravel specialist, for migrations, custom intranets and web applications for businesses and public institutions. It publishes its approach: a needs analysis that looks ahead to the company's future needs, then iterative delivery using the SCRUM framework. Its homepage names clients including the Ministère de l'Économie, de l'Innovation et de l'Énergie and a school service centre in Quebec.

Best for: organisations that need a TYPO3 site, an intranet or a custom application they will run for years. For a simple brochure site, the platform choice may be more than you need.

3. ctrlweb

ctrlweb presents itself as an integrated web production agency in Montreal. Its offer runs from design, development and redesign to digital integration, technical support, maintenance and security, AI analysis and training. Its homepage names the redesign of the TNM website among its projects and describes a path from UX design to development, hosting and launch, with proactive maintenance afterwards.

Best for: companies that want one partner from design to hosting, and training for staff who will run the site themselves. The list of services is wide, so check which parts you actually need before you sign.

5. Atoll Digital

Atoll Digital describes itself as a Montreal web design agency that has been delivering tailor-made websites for 10 years, with an offer built around end-to-end website creation. Its homepage names Kubota, for which it built a unified digital platform for 17 Kubota dealers, each site designed for local reach, and Spafax, a global inflight entertainment company whose digital presence it revamped. It also cites a bespoke brand and web experience for RD Legal.

Best for: B2B brands that need several linked sites or a bespoke brand and web experience. The homepage does not describe the steps of the work, so ask for the project plan before signing.

Homepage of the Montreal studio Catalystdev
Catalystdev presents websites, online stores and business software on one homepage.

6. Catalystdev

Catalystdev is a Montreal studio that describes itself as a web design, brand and development agency, with three parts to its offer: brand and web, online commerce and business software. Its showroom presents working platforms it built, such as PhotoEngine and Parts Boss, and its homepage describes a small team with direct collaboration.

Best for: companies that want a website and a custom internal tool, such as a client portal or workflow automation, from one team. For a brochure site, the business software side is probably more than you need.

Homepage of the Montreal web studio Digilia
Digilia presents itself as an independent web studio in Montreal, working on WordPress.

7. Digilia

Digilia is an independent web studio in Montreal that builds lightweight WordPress sites, with Shopify stores, web applications and integrations also in its offer. Its homepage says the studio has no sales team and no project manager, so the person who hears the need is the person who builds it. It also says costs are known in advance, and that performance, accessibility aimed at WCAG 2.2 AA, security and Loi 25 are part of every quote rather than options.

Best for: businesses that want to deal directly with the builder on WordPress and a clear view of costs. With no sales team, ask who covers the work when the lead person is away.

Homepage of the Montreal web agency Aurolys
Aurolys presents web design on Wix and Shopify with local SEO for Montreal businesses.

8. Aurolys

It also publishes an article on how much a website costs in Montreal in 2026.

Best for: small businesses that want a Wix or Shopify site with local search work in the same package. Because SEO sits in the same offer, ask how the budget is split between the build and the search work.

Its homepage includes an FAQ on why to invest in a website, on the steps of website creation and on which platform to choose.

Best for: SMEs that want creation, maintenance and hosting bundled together on WordPress. Affordability is the agency's own description, so compare the quote with the list of what it includes.

Appwapp presents web and mobile development from its Montreal base, founded in 2011.

10. Appwapp

Appwapp was founded in 2011 with the stated aim of offering web and mobile development expertise in Montreal. Its offer covers websites, design and wireframes, web and iOS and Android apps, SMS solutions, connected objects, streaming and system integration through APIs. Its homepage addresses IT teams and marketing agencies, and lists transparency, commitment, reliability and fun among its values.

Best for: companies that need a website together with a mobile app or an integration, and agencies that subcontract development. The offer is broad and the homepage names no client, so ask for examples of websites specifically.

The criteria below were chosen before we checked who wins them, and each cell reflects what the agency publishes on its homepage as read in November 2026. "Not published" means the homepage text we read does not show it, not that the agency lacks it.

What should you check before signing?

Three questions separate a shortlist faster than any case study, and each one matches one of the fears above.

1. Who will build the site, who will maintain it, and who covers absences? Ask for names and a written plan for the day the lead person is unavailable. A promise of "our team" is not an answer.

2. Who owns the domain, the hosting, the platform account and the content? The answer should be your company, in its own name. If the agency holds the keys, ask for the transfer steps in writing before the build starts.

3. Which languages and which personal data duties are in the quote? French and English versions, consent for cookies and forms, and Loi 25 obligations should be listed line by line, not assumed.

Where does this ranking stop?

Three limits, stated clearly, because a ranking that claims to settle everything is not usable.

It is built only on public information. We read what each agency publishes on its homepage in November 2026. We did not visit client sites, check references, interview clients or confirm any Montreal address against a business register. An agency that communicates little and works very well will be underrated here.

It cannot know your project. A brochure site for a local shop and a multi-site platform for a national brand do not call for the same agency. The Best for lines matter more than the order.

It ages. Agencies change their offers, clients and homepages, and the market figures quoted above are national Statistics Canada numbers, not Montreal-only data.

What can an agency do that software cannot?

This is the honest part, on a page that a software company publishes. An agency beats software on everything that needs a person to understand a business: deciding what the site must say to a French-speaking buyer and an English-speaking one, choosing the structure of the pages, judging when a design is clear and when it is only clever, and staying present after launch. None of that is automatable today, and anyone claiming otherwise is selling you something.

That is what Sorank works on. It is software, not an agency: keyword research, article writing, internal linking, publishing to your site and tracking how often you appear in the answers AI assistants give. Pricing starts at 99€ per month, with 3 days offered and a card required at sign up. If you would rather talk it through first, book a call.

Conclusion

If you want a single recommendation: Agence Chocolat for a Quebec SME that wants WordPress, SEO and hosting from one French-speaking team, Agence Lex if you need TYPO3 or a custom intranet, Digilia if you want to deal directly with the builder, and Catalystdev if your project includes business software.

And ask how the agency builds before asking what it promises: who builds the site, who owns the accounts, and what the monthly fee covers. For a broader view of when an agency makes more sense than doing the work in house, see our agency guide.
