The 10 best web design agencies in Toronto

In short

Coherent Agency is the pick for Webflow sites built and maintained by one team with a clear design and development process, BridgeWeb suits small and mid-sized Toronto businesses that want a fixed price written down, and it says clients own the site, the code, the domain and the hosting, Dotfusion leads for enterprise headless websites, and eCommerce Development Pros is the specialist for Shopify stores. Amber Mint publishes a starting price per page, Creative Scope and Edifian suit teams that want web, marketing and design under one roof, and blackDot publishes a page on what a project really costs. The deciding criterion is not the number of awards an agency lists, it is whether it tells you plainly what you will own at the end, who builds the site and what it costs.

Quick quiz

Agency, freelancer or in-house: who should run this for you?

Question 1 of 425%
What monthly budget do you have for this?

Choosing among the best web design agencies in Toronto starts with the size of the market. According to Statistics Canada's business counts for December 2025, released on February 13, 2026, there were 1.37 million employer businesses in Canada, and each of them is a possible client for a new website, an online store or a rebuild, and each has to choose who builds it.

Why does a local agency matter in Toronto, and why does a top 10 help?

Toronto is the largest metropolitan area in Canada. Statistics Canada's release of February 9, 2022 counted 6202225 people in the Toronto census metropolitan area at the 2021 census, and called it the most populous CMA in the country. In a market that size, a web agency has to prove itself locally: named Toronto clients, a team you can meet in person, and an understanding of the sectors and neighborhoods that matter to your customers.

That is why this ranking follows a strict rule. Only agencies whose own website shows an address, an office or a team in Toronto are included, in the top 10 as in the honorable mentions. A national agency with no Toronto office does not enter the list, however good its work may be. A top 10 helps because it lets you shortlist three names in ten minutes, but only if the criteria are visible, which is why every criterion is listed below and every fact comes from the agency's own site.

What are Toronto buyers actually afraid of when they hire a web agency?

Four fears come up again and again, and most of them come from a site that was built quickly and then became hard to change.

1. Not owning what you paid for. Some agencies keep the code, the domain or the hosting account, which means that leaving them can mean rebuilding everything elsewhere. BridgeWeb states on its homepage that the client owns the site, the code, the domain and the hosting. That is the standard to ask every other agency to match in writing.

2. Building a site that does not meet Ontario's accessibility rules. For many organizations, accessibility is a legal duty here, not a design preference. The Government of Ontario states, on a page updated September 21, 2026, that as of January 1, 2021, the AODA requires public websites to be accessible if the organization is a designated public sector organization, or a business or non-profit with 50 or more employees, and that the required standard is WCAG 2.0 Level AA. An agency that never mentions this in its offer leaves the risk with you.

3. Paying for a good-looking site that brings no inquiries. Several agencies sell design first and measurement later. Ask what will be measured, such as form submissions, bookings or online sales, and who will track it after launch.

4. Being stuck with a builder nobody can change. Some offers depend on a platform the agency alone knows. A Webflow build, a Shopify store or a WordPress site each needs someone who can edit it after launch, so ask who will do that work, how fast they answer, and at what cost.

How did we rank these agencies?

Four criteria, in this order, applied only to what each agency publishes about itself. We set the criteria before checking which agencies met them. The homepage text used for this review was collected in November 2026.

1. Website work at the core of the offer. Agencies that present web design and development on their homepage come before generalists that list it among many services.

2. Visible Toronto roots. An address, an office or a team in Toronto, written on the agency's own site.

3. Published proof. Named clients, case studies, reviews or a count of delivered projects.

4. A readable offer. Listed services, a method in steps, or a published price.

What we deliberately did not do: we did not verify awards, review counts or results, and we did not contact any client. Every figure in the profiles below is what the agency claims on its own site, and we say so when it matters.

The 10 best web design agencies in Toronto

Homepage of the Toronto web agency blackDot
blackDot presents itself as a Toronto web agency in business since 2005, with case studies and a FAQ.

1. blackDot

blackDot is a Toronto web agency that says it has been in business for 21+ years. Its homepage lists web design, WordPress development, UI/UX design, API integrations and custom websites, along with case studies, a FAQ and a page on what a website project really costs.

Best for: Toronto businesses that want a long-standing local team and want to read about project costs before a call. The site does not show prices for its own services, so the cost page is the best place to start.

2. BridgeWeb

BridgeWeb says it has served Toronto and the GTA since 2006 and has delivered 115 projects. Its homepage lists custom websites, e-commerce, mobile and web apps, social media management, SEO and local Google Ads, and it shows a rating of 4.9 from 150+ Google reviews. The homepage also states a fixed price agreed in writing and that the client owns everything built: the site, the code, the domain and the hosting.

Best for: small and mid-sized Toronto businesses that want a fixed price and a contract that leaves the site with them. Ask for the written price and the ownership terms, because the contract is what counts, not the homepage.

Homepage of the Webflow agency Coherent Agency
Coherent Agency presents itself as a certified Webflow agency based in Toronto.

3. Coherent Agency

Coherent Agency is a certified Webflow agency based in Toronto, which describes itself as a Webflow Certified Partner. It says it has delivered more than 60 projects, for clients from startups to companies it describes as $100M+ enterprises. It covers brand identity, UX and UI design, Webflow development with animations, custom app development and SEO and AEO strategy under one roof.

Best for: companies that want a Webflow site designed and built by the same team that handles the brand, with ongoing optimization afterwards. Since the offer is centered on the build, check who maintains the site once it is live.

Homepage of the Toronto digital marketing agency Amber Mint
Amber Mint describes itself as a digital marketing agency in Toronto, with websites from $300 per page.

4. Amber Mint

Amber Mint is a digital marketing agency based in Toronto. It says it has 12+ years of experience and serves brands in Canada and the United States. Its six core services cover website design, SEO and blogs, social media, paid advertising, email marketing and branding. It publishes a starting price on its site: websites from $300 per page, with copywriting included.

Best for: small businesses that want a full digital marketing package and a visible starting price. Ask what the per-page price covers, such as design, hosting and revisions.

Homepage of the award-winning agency Edifian
Edifian presents its Toronto and Auckland offices and its featured clients on its homepage.

5. Edifian

Edifian is a design and digital marketing agency based in Toronto and Auckland, New Zealand, which describes itself as an international award-winning agency. Its homepage names featured clients including CandidateX, WPM, Tundra, Kiosoft and AMEI BLUE, and it works on websites and ecommerce, digital products and platforms, and brand, creative and design work.

Best for: companies that want design-led work on websites, ecommerce or digital platforms, with a team that has offices in Toronto and Auckland. Confirm which people will work on your project, since the homepage presents the agency as a whole.

Homepage of the Toronto web design agency Consensus Creative
Consensus Creative displays its five-star reviews, its design awards and a named client testimonial.

6. Consensus Creative

Consensus Creative is a Toronto web design and SEO agency. Its homepage reports 100+ five-star reviews and 25+ design awards, and it displays a testimonial from Tasso Mich, who says the new website brings in three times more traffic and converts 74% more leads than the old one. Its services cover custom web design and development, training, hosting and maintenance, SEO and digital marketing strategy, and content writing.

Best for: businesses that want web design and SEO planned together. Ask for the case study behind the testimonial, and for the period over which the traffic and lead figures were measured.

Homepage of the headless CMS agency Dotfusion
Dotfusion presents itself as a Toronto headless CMS agency and lists its enterprise clients.

7. Dotfusion

Dotfusion describes itself as a Toronto-based digital agency and headless CMS specialist, with Contentful, Storyblok and Agility partnerships and a B Corp certification shown on its site. It says it has 25+ years of enterprise experience, and it names clients such as Oxford Properties, Sunwing, Pizza Nova, Mitsubishi Electric and Intuit. It states that answer engine optimization and SEO are built in from the first day.

Best for: larger organizations that run several sites or need a composable content platform, with search and AI answer visibility planned from the start. For a small brochure site, this architecture is more than most projects need.

Homepage of the Toronto marketing agency Creative Scope
Creative Scope describes a full-scale agency in Toronto with an in-house web design team.

8. Creative Scope

Creative Scope is a Toronto agency that says it was established in 2018, has an in-house web design team and is a Google Partner. It lists 450+ projects delivered and describes a four-step path from hello to launch. Its services span web design, SEO and AIEO, paid ads, branding, social media, content, and email and SMS.

Best for: teams that want web design, paid ads and branding under one contract. The offer is broad, so confirm who leads your project and how the four steps are scheduled.

Homepage of the Toronto web design agency Digitalpha Media
Digitalpha Media lists local clients such as a credit union, a pediatric dental clinic and a law firm.

9. Digitalpha Media

Digitalpha Media calls itself a boutique web design company in Toronto that builds modern websites and ranks them on Google. It specializes in WordPress development, local SEO and Google Ads for businesses across the GTA. Its homepage names local clients including Little Pearls Pediatric Dentistry, lighthouse credit union, Bookish Tutors and Karapancev Law, and offers a free consultation.

Best for: local service businesses such as clinics, law firms or tutoring services that want a WordPress site and local search work delivered together. Ask for the results behind the named clients, since the homepage lists their names and services.

Homepage of the Shopify agency eCommerce Development Pros
eCommerce Development Pros describes itself as a Shopify-only agency in downtown Toronto.

10. eCommerce Development Pros

eCommerce Development Pros is a Shopify-only agency in downtown Toronto. It says it has worked on Shopify for more than 17 years and has been trusted by 220+ Shopify brands. Its services cover new store design and development, Shopify Plus development, store migration, conversion rate optimization and ongoing maintenance, with Shopify SEO and email and paid media integration also listed.

Best for: merchants who sell on Shopify and want a team that works only on that platform. The Shopify-only focus is a strength for stores, and a reason to look at a broader agency if you need custom software.

The 10 agencies compared on what matters to buyers

The criteria below were chosen before checking who meets them, and each cell reflects what the agency publishes on its own site in November 2026. When an agency does not publish a piece of information, the cell says so rather than guessing.

Read the "Not published" cells as a lack of public information, not a lack of skill. Several of these agencies almost certainly serve more clients than their homepage shows, and the honest way to find out is to ask for references.

What should you check before signing?

Three questions separate a shortlist faster than any case study, and each one answers one of the fears above.

1. Who owns the site, the code, the domain and the hosting once the project ends? Get the answer in writing. If the agency cannot say who holds the domain registration and the hosting account, you may need its permission to move your own site.

2. Does the site meet WCAG 2.0 Level AA, and how will that be tested? Ask for the test method and a written accessibility plan. The standard and the organizations it covers are set out on the Government of Ontario page cited above.

3. Which result will be measured, and what is the starting point? Agree on one or two indicators you already track, such as form submissions, bookings or sales, and record their level on the day the site goes live. Without a baseline, no report can tell you whether the new site worked.

Where does this ranking stop?

Three limits, stated clearly, because a ranking that claims to settle everything is not usable.

It is built only on public information. We read what each agency publishes and checked the text of each homepage in November 2026. We did not audit any site, interview any client or verify a single award or review count. An agency that communicates little and builds very well will be underrated here.

It cannot know your context. The right partner for a clinic that needs bookings online is rarely the right one for a company with a long sales cycle and a complex product. The Best for lines above matter more than the order of the list.

It ages. Agencies in a fast-moving market appear, change their offer and disappear. A homepage that said one thing in November 2026 may say something else when you read this page, so check each one before a call.

What can an agency do that software cannot?

This is the honest part, on a page published by a software company. An agency beats software on anything that needs a conversation about your business: understanding who your Toronto customers are, deciding what to cut from a brief, shaping a site that matches a brand's voice, and taking responsibility for a launch date. None of that is automatable today, and anyone who claims otherwise is selling something.

What no website project solves on its own is visibility after launch. AI assistants and search engines draw on guides, comparison pages and articles as well as on the homepage, so a site that is well built but never quoted stays hard to find. That is what Sorank works on. It is software, not an agency: keyword research, article writing, internal linking, publishing to your site, and tracking how often you appear in the answers AI assistants give. Pricing starts at $49 per month billed yearly ($99 billed monthly), with a 3-day free trial. If you would rather talk it through first, book a call.

Conclusion

If you want a single recommendation: BridgeWeb if you want a fixed price and a contract that leaves you owning the site, Coherent Agency if your project is a Webflow site with design and SEO work to follow, eCommerce Development Pros if you sell on Shopify, and Dotfusion if you run enterprise sites that need a headless CMS.

And ask what you will own before asking what it will look like. The sites that last rest on clear ownership, accessible markup and a goal you measure from day one. To place your website among the channels that bring customers, see the 50 best customer acquisition channels in 2026.
