Compare the 10 best advertising agencies in Hong Kong on four buyer criteria: named campaigns, full chain, local anchor and named clients.

In short
Grey Hong Kong is the choice for a network-scale brand campaign, Assembly Hong Kong suits planning tied to measured performance, and Branding Records fits brands that want to enter or grow in China. ANON is the pick for an idea-led identity and campaign, while DASH brings festive packaging and brand design. Adbrownies Group works on public-interest and government communication, GAIA Communications on TV commercials and integrated campaigns, and An Agency on one partner from strategy to on-site execution. Guru Online leads on social media and influencer work, and FABCOM covers planning and media across online and offline channels. The deciding criterion is not an award or a rating. It is whether the agency shows a Hong Kong base, names its campaigns and explains who does the work.

Choosing among the advertising agencies in Hong Kong means choosing in a market that is still moving. According to admanGo ad spend data, total advertising spend in Hong Kong reached HK$33.9 billion in 2025, a slight decline, as Marketing-Interactive reported on 4 February 2026. Every brand that spends in that market has to decide which partner runs the work.
A Hong Kong campaign has to work in English and in Traditional Chinese, and for many brands it also has to reach Mainland platforms such as WeChat and Xiaohongshu. Several agencies on this list say they run exactly those channels. An agency that knows this mix can plan the languages, the platforms and the way a Hong Kong buyer compares brands, and an agency based elsewhere may not. That is why this ranking applies one filter first: only agencies whose own site shows an address, an office or a team in Hong Kong can appear.
The pressure on budgets is real. In the third quarter of 2025, total ad spend fell to HK$8.58 billion, down 5% year on year, with social media becoming the top channel, according to admanGo data reported by Marketing-Interactive on 24 October 2025. When every dollar is checked, a campaign that cannot be traced to a result is the first thing a buyer questions.
Four fears come up again and again, and each one can be checked before signing.
1. Campaigns they cannot reuse. A film, a visual or a media plan that stays in the agency's accounts leaves the brand dependent on its partner for every new flight. Ask who owns the creative files, the media accounts and the platform accounts before the first invoice.
2. Work that reads well in English only. A campaign that is translated late into Traditional Chinese, or adapted for Mainland platforms without a native reviewer, can cost more in credibility than it saved in budget.
3. Media money with no clear measure. A plan that reports reach but not the result the brand cares about gives no basis for the next budget. Agree on the indicator before the campaign starts.
4. A quote that leaves out what is paid on top. Production, media fees and third-party costs are often missing from the first figure. A quote that does not list them is not yet comparable with another one.
Four criteria, fixed before we checked who meets them, and applied only to what each agency publishes on its own site.
1. Named campaigns. The site shows campaigns for a brand, a project or a year that a buyer can find by visiting the website.
2. A full chain. Strategy, creative and media, whether buying space or running the channels, are presented as one offer.
3. A visible Hong Kong anchor. The site shows a Hong Kong office or team, and states Chinese-language or Mainland platform capacity where it is relevant.
4. Named clients or references. Brands that a buyer can check by visiting the site.
The text we reviewed was checked in November 2026, and this page is scheduled for review every 90 days, because agencies in Hong Kong change names, teams and offers often. What we deliberately did not do: we did not use the awards, rankings, project counts or "best agency" claims that some sites display to decide the ranking. When an agency's own page states one of them, we quote it only as that agency's own claim, for example An Agency's "more than 500 projects" or FABCOM's Cigna award. They cannot be verified from the outside, and a claim that an agency is the best in its city is only the agency's own claim.

Grey Hong Kong is the local office of the international advertising network Grey, at King's Road in Quarry Bay. Its site names campaigns such as Lime Guides for AB InBev, SOS POS for BCP Bank, Pet Pit for Pantene and You Must Love Coke for Coca-Cola. The network says it works with one-fifth of the FORTUNE 500, a claim made by the agency itself.
Best for: brands that want a large network's creative and a campaign for a major consumer name. The site shows campaigns but not the Hong Kong team, so ask who in the local office runs the account.
Assembly Hong Kong is the local office of Assembly, a global omnichannel agency, at 33 Des Voeux Road West in Sheung Wan. Its site presents brand performance planning and an AI-enabled operating system called STAGE, and names Mastercard, American Eagle and Simon among its clients.
Best for: brands that want planning and buying tied to measured performance across channels. The site describes the method at global level, so ask which Hong Kong team would run the work day to day.

Branding Records is an agency based at Des Voeux Road West in Sheung Wan. It says it has worked for more than a decade with The Coca-Cola Company, Swire Properties, Ralph Lauren, Emirates and Lululemon, and presents itself as a partner for brands that want to enter and scale in China. Its site lists brand strategy, creative direction and cross-cultural campaign execution across Hong Kong, Shanghai and Milan.
Best for: brands entering or growing in China. Ask which parts of the work are done in Hong Kong and which in the other offices named on the site.

ANON calls itself an independent ideas agency, based in Causeway Bay. Its site presents named campaigns for Upper House, the Tong Chong Street Market identity, East Hotels and several Pacific Place seasons, along with the Ticket to Christmas and Sweetmas projects.
Best for: brands that want an identity and a campaign built around one strong idea. The site shows the work but little about process or results, so ask for the brief and the measured outcome of a past campaign.
DASH is a creative agency founded in 2005, with an office in Lai Chi Kok, Kowloon. Its site shows work for Cartier, Shangri-La Hotels and Resorts, Chow Tai Fook and Mitsubishi Electric, including red packet sets, packaging, marketing materials and an advertising campaign.
Best for: brands that need festive packaging, print and brand materials. Most published examples are design work, so ask for a full campaign with its media plan.

Adbrownies Group is a creative agency in North Point that describes itself as 100% in-house and marks 25 years of work. Its site names public-interest and policy campaigns, including the SFC Anti-Scam Campaign, HKMA Lachachu, the Northern Metropolis project and the 2025 LegCo General Election.
Best for: public bodies, associations and brands that need a campaign explaining a policy or a public issue. Ask how the agency handles commercial consumer campaigns, since most named work is public-facing.

GAIA Communications is an independent boutique advertising agency in Sheung Wan. It describes integrated campaigns, branding, TV commercials, social media strategy, video production and creative storytelling for local and international brands.
Best for: brands that want TV commercials and integrated campaigns from one independent team. The site names no client, so ask for references before the first meeting.

An Agency is a Hong Kong advertising agency based in Wong Chuk Hang, operating under the company name Annex and Co Limited. It says it has been active since 2002 and has delivered more than 500 projects, from branding strategy to creative and logistic execution, with online and offline integrated campaigns, social media management and video production.
Best for: buyers who want one partner from strategy to on-site execution. The site names no client, so ask for named references and for a list of the campaigns behind the 500 projects.

Guru Online is a digital marketing agency in Kwun Tong. Its services include social media marketing, influencer marketing, WhatsApp marketing, digital performance marketing, China marketing and e-commerce management. Its site names campaigns for Audi, Lancôme, K11 and Ricqles.
Best for: brands running social, influencer and China-facing campaigns. The awards on the site are the agency's own claim, so ask for the results of the named campaigns.

FABCOM is a marketing consulting agency headquartered in Kowloon Bay, with offices in Taiwan, Singapore and Malaysia. It describes full-funnel strategy, planning and execution across online and offline media, along with MarTech and creative services. Its site lists awards, including Best Brand Partner for Cigna in 2025.
Best for: brands that want strategy, media and creative from one team across several Asian markets. The awards are the agency's own claim, so ask for the campaigns behind them and who leads the Hong Kong account.
The four criteria were chosen before we checked who meets them, and each cell reflects what the agency publishes on its own site. "Not published" means the text we reviewed does not show that information, not that the agency lacks it. Ask the agencies directly before drawing conclusions from a gap.

Three questions separate a shortlist faster than any showreel, and each one matches one of the fears above.
1. Who owns the creative files, the media accounts and the platform accounts? The answer should be in writing and should let you leave the agency without losing the campaign assets or the audience data. If the accounts sit in the agency's name, ask what happens to them when the contract ends.
2. Which languages and platforms are included, and who checks each version? If the campaign needs Traditional Chinese or a Mainland platform, the quote should name it, with the person who writes and approves each version. A translation that nobody at your company reads can do lasting damage.
3. Which result will be measured, and against what starting point? Agree before the start on one or two indicators you already track, such as enquiries, sales or store visits, and record their level on day one. Without a baseline, no report can show whether the campaign worked.
Three limits, stated clearly, because a ranking that claims to settle everything is not usable.
It is built only on public information. We read what each agency publishes on its own site and checked the Hong Kong filter. We did not contact any client, verify a single campaign or measure the results of any agency's work. An agency that communicates little and works very well will be underrated here.
It cannot know your context. A consumer brand launching in Mong Kok, a public body and a start-up do not need the same partner. The "Best for" lines matter more than the order of the list.
It ages. Agencies in a city this size merge, change names and move offices, and the Hong Kong filter depends on what each site says today. This page is reviewed every 90 days, and the review date is stated in the method.
This is the honest part, on a page published by a software company. An agency beats software on everything that requires understanding a brand's market, making choices about tone and structure, and taking responsibility for a result it does not fully control. Knowing which audience a campaign should speak to first, deciding what to cut from a brief, and writing a line that sounds like the brand rather than a template: none of that is automatable today, and anyone claiming otherwise is selling you something. For a broader view of when hiring an agency makes more sense than running a channel in house, see our agency guide.
What no agency campaign solves on its own is what happens after launch. AI assistants read more than the homepage: they draw on guides, comparison pages and articles, and a site that is well designed but never updated remains a weak source for them.
That is what Sorank works on. It is software, not an agency: keyword research, article writing, internal linking, publishing to your site and tracking how often you appear in the answers AI assistants give. Pricing starts at 99€ per month, with 3 days offered and a card required at sign up. If you would rather talk it through first, book a call.
If you want a single recommendation: Grey Hong Kong for a network campaign, Assembly Hong Kong for planning tied to performance, ANON for an idea-led identity, Guru Online for social and influencer work and GAIA Communications for TV and integrated campaigns. Whichever you choose, ask who owns the files and the accounts before asking what the campaign will look like.
If you are still weighing an agency against doing the work in house, our agency guide sets out the trade-offs, and the checks above will tell you quickly which Hong Kong agency deserves a second call.
Hong Kong has more credible names than a top 10 can hold. These agencies also show a Hong Kong base on their own sites, and each line below comes from what they publish about themselves.

This ranking reflects my own experience and opinion as an SEO expert with more than 7 years in the field. It is based on verified facts, but the order itself is my personal view.
Grey Hong Kong, the local office of an international network, names campaigns for AB InBev, BCP Bank and Pantene on its site. Ask who in the Hong Kong office runs the account before signing.
Ask for the answer in writing before the first invoice. The files, the media accounts and the platform accounts should stay with the brand, so it can leave the agency without losing its assets.
Agree on one or two indicators you already track, such as enquiries, sales or store visits, and record their level on day one. Without a baseline, no report can show whether the campaign worked.
