In short
Chillybin tops our ranking of the best web design agencies in Singapore for organisations that want a WordPress site their own team can run after launch. Best Web Design Singapore suits SEO-first projects with published packages, and Amber Creative fits larger organisations with security requirements. Hello Pomelo and BlueCube Media focus on custom design and interactive builds, while 24K Design and Comnet Solutions combine websites with e-commerce and named corporate references. Dynamic Web Development publishes its prices for small businesses, Digipixel starts from user research and UX audits, and Awebstar sells packaged builds from Raffles Place. The deciding criterion is not a rating or a project count. It is whether the agency shows a Singapore base, names the sites it built and explains how it works.

Choosing among the web design agencies in Singapore means choosing among a crowded market. The Singapore Department of Statistics (SingStat) counted 371000 enterprises in Singapore in 2025, up 3.4% year on year, in its latest enterprise count. Many of them will sooner or later need a website built or rebuilt, and a partner to run it.
A Singapore website has to be run by a team that can answer quickly and meet in person. Several agencies on this list put WhatsApp, a direct call or a booked consultation at the top of their site, which shows how fast a first conversation can start. An agency with an office in Singapore can also join a workshop, review copy face to face and answer questions during local working hours. That is why this ranking applies one filter first: only agencies whose own site shows a Singapore address, office or team can appear.
The market is also moving quickly. According to the Infocomm Media Development Authority's Singapore Digital Economy Report 2025, which covers 2024, 95.1% of all enterprises adopted at least one of six digital areas (cybersecurity, cloud, e-payment, e-commerce, data analytics and AI), up from 94.6% in 2023. For a buyer, the question is therefore less whether to go digital and more which partner will keep the site working after launch.
Four fears come up again and again, and each one can be checked before signing.
1. Paying for a site they cannot change. A website built on closed tools, or on files the agency never hands over, leaves the company dependent on its builder for every text change. Dynamic Web Development says its sites are handed over on hosting registered in the client's own name. Ask any agency in writing who holds the source files, the domain and the hosting account before the first invoice.
2. A site that cannot grow into a second language. A site that serves more than one audience needs every version written and checked by someone who knows it. A translation done late, or machine-translated and never reviewed, can cost more in credibility than it saved in budget. Chillybin's own case study describes a "bilingual-ready" WordPress build, which is a good question to put to any agency: how would a second language be added, who translates it, and who checks the text?
3. Depending on one person who disappears. A small studio can be excellent, but a project run by one person has no backup when that person is ill, busy or gone. Ask who else knows the project, where the files are stored, and who answers when the main contact is away.
4. A quote that leaves out what comes after launch. Hosting, domain renewals, maintenance, content changes and GST are often missing from the first figure. Chillybin lists maintenance as a separate service, so ask each agency whether it is included in the price. A quote that does not say whether GST is included cannot be compared with one that does.
Four criteria, fixed before we checked who meets them, and applied only to what each agency publishes on its own site.
1. A stated Singapore presence. The site must show a Singapore address, office or team. Agencies with a foreign base and no office in Singapore do not appear, even when they serve Singapore clients.
2. Website building at the core of the offer. Creating sites is a real service on the homepage, not a line among hosting, branding and social media.
3. Named clients or projects. Clients, case studies or projects that a buyer can check by visiting the website.
4. A readable method. Steps, published packages or prices, ownership of the site, or support after launch, stated on the site.
The text we reviewed was checked on 6 November 2026, and this page is scheduled for review every 90 days, because agencies change names, teams and offers often. What we deliberately did not do: we did not rank agencies on Google ratings, award claims, project counts or satisfaction percentages that some sites display, because none of them can be verified from the outside. Where a profile below quotes one of these figures, it is labelled as the agency's own claim.

Chillybin describes itself as a web design agency in Singapore and Brisbane that designs, builds and looks after WordPress websites. Its site says it has built more than 500 sites since 2009, and it lists recent work for Finvantis, GQ Singapore and Foulger Underwood. It also offers migration from Squarespace, Wix and Webflow, and says its WordPress maintenance is tested on staging before it goes live.
Best for: organisations that want a WordPress site their own team can update, with maintenance after launch. The office is at Paya Lebar Square, but the site also names a Brisbane studio, so ask which team would work on your project.

Best Web Design Singapore is a website design agency that says it has built SEO-first sites since 2011. Its site lists packages from SGD 3000, a 90-day performance guarantee in writing, schema markup, monthly keyword tracking and reporting, and Google Analytics and Search Console setup as included items. Named clients include J&K Roofing Contractors, Elite Lux Limousine and ECEmbroid.
Best for: small businesses that want a site built to be found on Google and are happy with a fixed package. The guarantee is published, but ask exactly what it measures and what happens if the target is missed.

Amber Creative is a Singapore digital agency that says it holds ISO 27001 and ISO 27018 certifications, the second achieved in March 2026. It describes more than 15 years of work on web and app development, e-commerce, AI transformation and UI/UX design for enterprise, government and education clients. Named clients on its site include SMRT, Mandai, Singtel, NUS and MAS, and its office is on Burn Road.
Best for: larger organisations, including public and education bodies, that need a site connected to security and systems integration work. Web building is one service among several, so ask for a web-only team and a written scope.

Hello Pomelo describes itself as a boutique web design agency in Singapore that builds bespoke websites on WordPress. Its site says it has worked in Singapore since 2014 and has been trusted by more than 100 clients. Featured work includes Wheeler's Tropikana, BreadTalk and Happie Singapore, and its office is at Paya Lebar Square.
Best for: brands that want a custom, design-led website from a boutique team. The site lists more than 100 clients, so ask who would be on your project and how much of the build they do themselves.

BlueCube Media is a web design and development company in Singapore that describes itself as award-winning and says it has over 15 years of experience. Its site presents an interactive profiling quiz built for Grab Academy, a full brand and SEO redesign for Eventive, and a mobile-first Course Finder for the National Institute of Early Childhood. Its office is on Ubi Avenue.
Best for: organisations that want a site built around an interactive tool, such as a course finder, quiz or career pathway. The "award-winning" label is the agency's own description, so ask for the awards and the years they were given.

24K Design is a Singapore agency for websites, CMS development and e-commerce, with mobile app development, search engine optimisation and branding among its services. Its homepage lists Daikin, KGI, Grab and Imperial Treasure among its featured works. The agency operates from Upper Paya Lebar Road.
Best for: companies that want a CMS-based site with e-commerce and a few named corporate references. Its service list also includes condo facility management, which has nothing to do with web work, so confirm who will be on your project.

Comnet Solutions says it has provided website design and development services in Singapore since 2006. Its services include CMS and e-commerce builds, website maintenance, digital marketing and web hosting. Its site names Singapore Zoo, Unilever Asia and Wearnes Automotive among its work, and the agency is based at Oxley Bizhub.
Best for: organisations that want a site, hosting and maintenance from one provider over several years. Its named clients are long-standing, so ask for recent references in your sector.

Dynamic Web Development builds WordPress and e-commerce websites for small businesses in Singapore and publishes its prices. Its site lists landing pages from S$580 and websites of 10 to 15 pages from S$2400. It says each site is designed in Figma, built from scratch rather than from a ready-made template, and handed over on hosting registered in the client's name. Its office is at Midview City, and it says it has built more than 650 websites since 2016.
Best for: small businesses that want a fixed package and a clear price before the first meeting. Check what a landing page includes and what the 10 to 15 pages cover before you sign.

Digipixel is a web design and digital agency on Lower Delta Road that describes its work as UI/UX, branding and digital marketing. Its site sets out a method in steps: discovery and strategy, UX research, a UX audit and heuristic review, and user journey mapping. It says it is trusted by Singapore SMEs and enterprises, and that it is backed by Cyber Trust Tier 3 certification.
Best for: companies that want a site designed from user research and an audit of their current site. The website cost calculator gives a starting estimate, but the scope decides the price, so ask for a written quote.

Awebstar is a web design agency in Raffles Place that builds custom websites, e-commerce stores and WordPress sites. It says it has over 15 years of experience in Singapore and publishes its web design packages. Its site states that its in-house team takes a project from first sketch to launch and supports it afterwards. It also says it is trusted by government agencies, without naming them on the page.
Best for: businesses that want a WordPress or e-commerce build from a team in Raffles Place and prefer to see packages before a call. Since the page names no government clients, ask for references you can check.
The four criteria were chosen before we checked who meets them, and each cell reflects what the agency publishes on its own site. "Not published" means the text we reviewed does not show that information, not that the agency lacks it. Ask the agencies directly before drawing conclusions from a gap.

Three questions separate a shortlist faster than any portfolio, and each one matches one of the fears above.
1. Who holds the source files, the domain and the hosting account? The answer should be in writing and should let you leave the agency without losing the site. Dynamic Web Development states that its sites are handed over on hosting in the client's name, which is the standard to ask other agencies to match. If the files stay on the agency's servers, ask what happens to them if the contract ends.
2. Which languages are included, and who checks each version? If the site needs a second language, the quote should name it, with the person who writes and approves each text. A translation that nobody at your company reads can do lasting damage.
3. Which result will be measured, and against what starting point? Agree before the start on one or two indicators you already track, such as enquiries, WhatsApp messages, bookings or sales, and record their level on day one. Without a baseline, no report can show whether the new site worked.
Three limits, stated clearly, because a ranking that claims to settle everything is not usable.
It is built only on public information. We read what each agency publishes on its own site and checked the Singapore address. We did not visit any client, open any site in a browser to test its quality, or verify a single project. An agency that communicates little and works very well will be underrated here.
It cannot know your context. A clinic in Novena, a shop on Orchard Road and a manufacturer in Jurong do not need the same partner. The "Best for" lines matter more than the order of the list.
It ages. Agencies merge, change their names and move offices, and the Singapore filter depends on what each site says today. This page is reviewed every 90 days, and the review date is stated in the method.
This is the honest part, on a page published by a software company. An agency beats software on everything that requires understanding a client's market, making choices about tone and structure, and taking responsibility for a result it does not fully control. Knowing which page a visitor needs first, deciding what to cut from a brief, and writing a text that sounds like the company rather than a template are not things software does well on its own today. For a broader view of when hiring an agency makes more sense than running a channel in house, see our agency guide.
What no agency project solves on its own is what happens after launch. AI assistants and search engines read more than the homepage: they draw on guides, comparison pages and articles, and a site that is well designed but never updated remains a weak source for them.
That is what Sorank works on. It is software, not an agency: keyword research, article writing, internal linking, publishing to your site and tracking how often you appear in the answers AI assistants give. That last part is not decoration. Pricing starts at 99€ per month, with 3 days offered and a card required at sign up. If you would rather talk it through first, book a call.
If you want a single recommendation: Chillybin if you want a WordPress site your own team can run after launch, Best Web Design Singapore if search visibility is the first goal and you want published packages, Amber Creative if the project sits inside a larger organisation with security requirements, and Hello Pomelo if the design itself is the priority. Whichever you choose, ask who holds the files before asking what the site will look like.
If you are still weighing an agency against doing the work in house, our agency guide sets out the trade-offs, and the checks above will tell you quickly which Singapore agency deserves a second call.
Singapore has more credible names than a top 10 can hold. These agencies also show a Singapore address on their own sites, and each line below comes from what they publish about themselves.

This ranking reflects my own experience and opinion as an SEO expert with more than 7 years in the field. It is based on verified facts, but the order itself is my personal view.
Start with the agency whose work matches your goal: Chillybin for a WordPress site your own team can run, Best Web Design Singapore for an SEO-first build with published packages, or Amber Creative for a larger project with security requirements.
Ask who holds the source files, the domain and the hosting account, which languages are included and who checks them, and which result will be measured against what starting point.
Each agency in the top 10 and the honorable mentions shows a Singapore address, office or postal code on its own website. Their claims about clients and results are their own and are labelled as such.
