Our ranking of the 10 best web agencies in Zagreb in 2026, built on public information only, with sources, method and limits stated.

In short
Dream Agency tops our ranking of the best web agencies in Zagreb: it builds websites, web and mobile apps and AI features, and names projects on its homepage. Fer Projekt suits Zagreb businesses that want a website on a CMS the agency built, with SEO and named testimonials. 803 is the one to compare if you want a website, a business app and upkeep from a single team in Zagreb. Co Digit fits US, UK and EU companies that need senior engineers working in their hours. Bornfight Studio is the design-led choice, and Blagonić suits clients who want to deal directly with its two founders. The deciding criterion is not the award or the project count an agency displays, but whether it names clients you can check and tells you what you own when the project ends.

Choosing among the best web agencies in Zagreb means choosing a partner whose work you can check on the ground. According to the Croatian Bureau of Statistics (DZS), which published its 2025 survey on ICT use in enterprises on 8 December 2025, 67% of Croatian enterprises owned a website, which leaves roughly one enterprise in three without one. A website is no longer optional for a business in Zagreb, but a badly briefed site can cost more than it returns, so the choice of studio matters as much as the decision to build.
Most of the work now runs by email, video call and shared project tools, so distance matters less than it used to. What a Zagreb base still gives you is a shared market: copy written in Croatian that sounds natural to local customers, references you can check through your own network, and a contract signed with people who will still answer the phone after launch. That is why this ranking only includes agencies whose own site shows an address, an office or a team in Zagreb.
The market rewards businesses that can take orders online. Internet sales made up 18% of total sales in 2024, according to the same DZS release, so a site that cannot take orders, quote requests or bookings is leaving money on the table. For a local business, the real question is less whether to have a website than whether the site will bring in the right customers.
Four fears come up again and again, and each one can be checked before you sign.
1. Paying for a site you do not own. Several agencies on this list run their own content management system: 803 sells its E5 CMS, Fer Projekt its Fer+ CMS, and Elatus its Elatus CMS. That can be a sound choice, but a site on a proprietary system is only as portable as the contract that governs it. Ask who holds the domain, the hosting, the source code and the content, in writing, before the first invoice.
2. A quote that grows once VAT is added. The Croatian Tax Administration lists its VAT rates as 25%, 13% and 5%, as checked on 6 November 2026. At the top rate of 25%, a quote that leaves VAT out rises by a quarter once VAT is added, so two offers are only comparable when both state whether VAT is included.
3. Not being able to reach the people who build the site. A studio that serves clients abroad may organise its working day around their time zone, and a two-person studio may be busy with other projects. Ask who will answer your calls, in which language, within what delay, and whether that person is named on the site.
4. Personal data and cookies handled without a plan. Consent rules and the GDPR apply to a Zagreb business as they do across the EU. A site that loads tracking tools before visitors agree, or that collects form data without a retention rule, carries a legal risk that the agency should explain, not leave to the developer. Ask who configures the cookie banner and who answers if a visitor complains.
The city rule is applied first: an agency whose own site shows no address, office or team in Zagreb is out, however good its work looks. Then four criteria, in this order, applied only to what each agency publishes about itself. The homepage text used for each agency was captured in November 2026, and this page is scheduled for review every 90 days, because the Zagreb market changes quickly.
1. Web as the core of the offer. Agencies whose homepage puts websites, web shops or web applications first come before studios that list the web among many other services.
2. Named proof on the site. Named clients, projects or testimonials published by the agency. This is the signal a buyer can check most easily from outside.
3. A readable offer. Services listed, and a way of working or a direct contact described.
4. An identifiable team or history. Named people, years of activity and a Zagreb base that the site shows.
What we deliberately did not do: we did not rank agencies on the figures their sites display, such as projects delivered, years of experience, ratings or awards. Those figures cannot be verified from the outside, so we quote them only as the agency's own claim.

Dream Agency is a web and mobile app studio based in Zagreb that serves clients worldwide. On its own site it claims 13 years of experience and more than 100 delivered projects, and it names three of them: a complete event management platform for HESA Group, a website and app for eSIM purchases for SimSimply, and a website design for KBC Zagreb, which the site describes as "the largest hospital in Croatia". Its offer covers web development, mobile apps, AI solutions, UI/UX design and custom software.
Best for: companies that want a web or mobile product built as a software project, with AI features. For a brochure site for a local trade business, ask a smaller studio for the same brief and compare the price.

Fer Projekt describes itself as a full-service digital agency based in Zagreb and Zadar. Its site claims more than 20 years of experience and more than 800 finished projects, and it publishes testimonials from named clients, including Jadranka Primorac, CEO of Specijalna bolnica Sv. Katarina, and Karlo Vulin of Boogie Bakery. The services listed are responsive web design, its own Fer+ CMS and SEO optimisation.
Best for: Zagreb and Zadar businesses that want a site on a CMS the agency built, with SEO included. Ask how the Fer+ CMS is hosted and what happens to your content if the contract ends.

House of Code is based at Ul. Pere Budmanija 1 in Zagreb and presents itself as part of the AVIV Group, a subsidiary of Axel Springer, and of the Immowelt Group. Its CEO, Ante Tabak, is named on the site, which lists projects for Immowelt (new-build projects and international real estate), a WordPress redesign for Objektivno.hr, SAOS and an internal HR availability application. It also offers dedicated web development teams, UX/UI design and brand design.
Best for: companies that want a dedicated team, or a large web project, backed by a group. Several of its named projects are in real estate, so ask for a reference in your own sector.

803, also written Crew803, is a studio from Zagreb that builds websites, business applications and AI assistants built on a company's own knowledge. Its homepage names clients including Raos, Multiparking, Dobri dom Grada Zagreba and Lexeya, and presents its own E5 CMS and CRM 803. The offer runs from the first sketch to hosting and day-to-day maintenance, with social media, newsletters and advertising on the side.
Best for: Zagreb organisations that want one team for the website, the business application and upkeep. An in-house CMS keeps things simple, but ask what it would take to move the site elsewhere later.

Co Digit is a Zagreb software studio that builds web, mobile and macOS apps with AI integration for US, UK and EU teams. Its homepage claims 15 years of experience, more than 100 delivered projects and 25 happy clients. It publishes its working hours for New York, London and Zagreb, and it ships its own Mac apps, which visitors can download before they hire the team. Billing is in USD, by card or by US bank transfer.
Best for: US, UK or EU companies that need senior engineers in their working hours and can be billed in USD. A Zagreb client should check whether the billing and the working language suit its own needs.

Elatus presents itself as a specialist in websites, web applications and mobile apps, with more than 400 completed projects. Its contact section lists a Zagreb office, and its services include web services, web apps, mobile apps, its own Elatus CMS, SEO and social media, plus post-launch support. The captured homepage text does not name individual clients, so the proof has to come from the first call.
Best for: Zagreb businesses that want a website and a mobile app from the same studio, on its own CMS, with support afterwards. Ask for a named reference before you compare prices.

AG media is a web design studio in Zagreb that says it has been making websites since 2005. It specialises in web shops, which its site says are built on a Laravel system optimised for speed and security, and it also builds custom CMS sites, web applications and branding and logo designs. Its homepage has sections for featured projects and clients, but the names do not appear in the captured text.
Best for: Zagreb and Croatian businesses that want a custom web shop built by a studio with a long history. Ask to see the featured projects and clients before you sign.

Bornfight Studio is a web design and development studio from Zagreb that describes its work as award-grade and AI-powered. Its homepage names clients such as Lisk (2025), Zlatarna Dodić (2024), inDrive, Intermod, Camping Šimuni and Hotel Odisej, and says it builds websites and e-commerce for clients across Europe and the US. The awards it mentions are its own claim, and the captured text does not list them. It also shows a showroom of unreleased work and creative tests.
Best for: brands in hospitality, retail and e-commerce that want a design-led site. Ask how AI is used in production, who reviews the code, and who signs off the design.

Blagonić is run by two brothers, Lucijan and Emanuel, who are based in Zagreb and work with international clients. Lucijan states more than 20 years of experience on the web, with a focus on accessibility and usability, and Emanuel more than 23 years. The studio lists branding, user experience, information architecture, interface design, front-end development and goal-oriented websites. The captured text names no client.
Best for: small businesses and international clients who want to speak directly with the two founders about UX and front-end work. A team of two has limited capacity, so agree on timing and maintenance before you sign.

ATONSH is a studio in Zagreb led by Davorin Jureša, which sells website strategy, original design and WordPress development to specialist businesses. Its process runs in steps, from business understanding and creative intent to design execution, technical engineering and client experience, with one design direction chosen and the build tested before handover. Its six design studies are speculative: the site says they are not commissioned projects or client references, so its proof is thinner than its method.
Best for: specialist businesses whose website does not reflect their work and that want a clear strategy before design. Ask for live client sites, because the work shown publicly is speculative.
The criteria below were chosen before checking who wins them, and each cell reflects what the agency publishes on its own site. When a homepage does not show a piece of information, the cell says so rather than guessing.

Read "not in captured text" as a gap in what we could read, not as a lack of work. Several of these studios almost certainly have more clients than their homepage shows, and the honest way to find out is to ask them directly.
Three questions separate a shortlist faster than any portfolio, and each one matches one of the fears above.
1. Who owns the code, the domain, the hosting and the content if we stop working together? The answer should be in writing. Several studios here run their own CMS, so check what happens to your site if you stop paying.
2. Are the prices quoted with or without VAT, and what does maintenance cost each month? At the 25% top rate, a quote without VAT rises by a quarter once VAT is added. Ask for the monthly cost of hosting and maintenance in the same document as the build.
3. Can I speak to a client you can name, in my sector? The strongest proof is a named reference you can call or visit. Where a homepage names none, ask for two references before you compare prices.
Three limits, stated clearly, because a ranking that claims to settle everything is not usable.
It is built only on public information. We read the homepage text each agency publishes, as captured in November 2026. We did not test any site, read any contract or speak to any client. A studio that communicates little and delivers well will be underrated here.
It cannot know your context. The right studio for a Zagreb shop selling to Croatian customers is rarely the right one for a software company selling to US teams. The Best for lines matter more than the order.
It ages. Agencies in this market grow, change their offer and close. This page is reviewed every 90 days, and the review date is stated in the method.
This is the honest part, on a page published by a software company. An agency beats software on understanding a business, choosing what to build first, writing copy that sounds right to a Croatian customer, and taking responsibility when a launch goes wrong. None of that is automatable today, and anyone claiming otherwise is selling you something.
What no studio solves on its own is everything that happens after the site is live. Search engines and AI assistants do not read only homepages: they also draw on articles, guides and comparison pages, and a site that is well built but absent from the rest of the web remains a fragile recommendation.
That is what Sorank works on. It is software, not an agency: keyword research, article writing, internal linking, publishing to your site and tracking how often you appear in the answers AI assistants give. Pricing starts at 99€ per month, with 3 days offered and a card required at sign up. If you would rather talk it through first, book a call.
If you want a single recommendation: Dream Agency if you want a web or app product with AI features built as a software project, Fer Projekt if you want a site on a CMS with SEO and named testimonials, 803 if you want the website, the business application and the upkeep from one Zagreb team, Co Digit if your customers are in the US, UK or EU and you need senior engineers in their hours, and Bornfight Studio if design comes first.
And ask what you will own before asking what the studio will build. The projects that last in Zagreb are the ones where the code, the domain and the content stay in your name, with a clear maintenance plan. Three other studios from Zagreb came up during the research, and each one shows a Zagreb address or base on its own site. They did not make the top 10 on the four criteria, but they are worth knowing if the names above do not fit your brief.
| Agency | Site | What they publish about themselves |
|---|---|---|
| GoodCode (Dobar Kod) | goodcode.io | Software development agency based in Zagreb and working worldwide, specialising in complex web apps with AI integration, and publishing its own tools such as Cijene API, MarkShot and Troško |
| Aplitap | aplitap.hr | Digital agency from Zagreb (Ilica 310) for websites and web shops, SEO, and Google and Meta advertising |
| Bernardić Studio | bernardic.hr | Creative agency based in Zagreb for brand development, logo and packaging design, naming and website building |
This ranking reflects my own experience and opinion as an SEO expert with more than 7 years in the field. It is based on verified facts, but the order itself is my personal view.
The answer should be in writing. Several studios on this list run their own CMS (803's E5 CMS, Fer Projekt's Fer+ CMS, Elatus's CMS), so check what happens to your site if you stop paying.
Croatia's Tax Administration lists its VAT rates as 25%, 13% and 5%. At the top rate of 25%, a quote that leaves VAT out rises by a quarter once VAT is added, so ask for the monthly cost of hosting and maintenance in the same document as the build.
The strongest proof is a named reference you can call or visit. Where a homepage names none, ask for two references before you compare prices.
