In short
Ovisy comes first for SEO-first positioning, with named clients and a Zagreb base stated on its site, followed by Digitalni Puls, which publishes a price list and named testimonials, and Honest Marketing, a small Zagreb studio that says it works with few clients. Nulla Marketing suits companies that want a strategy workshop before choosing any channel, DigiAdria fits webshops that want ads and SEO run together, Kala Presence suits Zagreb companies that want websites, advertising and SEO from one full-service team. Digitalni asistent and Aplitap offer SEO inside a broader web offer, GoTraffic leads with paid campaigns, and Digital Matrix covers a long list of services. The deciding criterion is not the number of results an agency claims, it is whether its own site shows where it works, who does the SEO and how the results are measured.

Choosing among the SEO agencies in Zagreb starts with one fact: Google dominates search in Croatia. According to StatCounter's measurement of search engine market share in Croatia for October 2026, Google handles 94.03% of searches. Most of the SEO work done for a Croatian business is therefore work for Google, and an agency that knows the Croatian market and its search habits has a real advantage.
A website is no longer a rare asset. According to the Croatian Bureau of Statistics (DZS) ICT survey, published on 8 December 2025, 67% of enterprises had their own website in 2025. For a local company, the question is no longer whether it has a site, but whether that site appears when a customer in Zagreb searches for the service it sells.
Local presence helps in three concrete ways. Keyword research in Croatian reflects how people in Zagreb and across the country actually write their searches. An agency based in the city can meet in person when a project needs it. And a local team is easier to hold to account when results are late. Being in Zagreb is not a quality guarantee, though. This ranking uses two filters: an agency's own website must show a Zagreb address, office or team, and SEO must be central to what it sells.
Four fears come up again and again, and each one matches a check you can run before signing.
1. Paying a monthly retainer for reports that say nothing. Rankings move slowly, and a report full of positions with no visible link to enquiries or sales tells you little. Ask which result the SEO work is measured against.
2. Buying a generalist that treats SEO as one line on a menu. Several agencies here list ten or more services. That is not a problem in itself, but SEO deserves a named person and a written scope.
3. Croatian content that reads as generic. Pages that are translated or written without local context can bring visits without bringing enquiries. Ask who writes the Croatian copy and who checks it before it is published.
4. Losing control of the website and its data. Access to the site, the analytics and Google Search Console should stay in your name, so that you can change agency without losing your history.
Four criteria, fixed before we looked at which agency came out on top, and applied only to what each agency publishes about itself.
1. SEO at the core. SEO appears in the agency's main offer, not only in a list of extras.
2. A Zagreb presence shown on the site. An address, an office or a team in Zagreb, stated on the agency's own website.
3. Proof published on the site. Named clients, testimonials attributed to a person or a company, or results the agency presents as its own.
4. A readable offer. A method in steps, published prices or packages, or a clear first step such as a free audit.
The homepage text used for each agency was collected for this review in November 2026. We did not reuse the return-on-spend figures, growth percentages or view counts shown on these sites as evidence of quality, because they cannot be verified from the outside. When an agency claims a number, the article says it is the agency's own claim. We did not audit a single campaign, interview a client or visit an office.

Ovisy calls itself an SEO-first marketing agency based in Zagreb. It says it has worked on more than 200 websites and names clients such as Generali, A1 and Tommy. SEO sits at the centre of an offer that also covers Google Ads, social media, digital PR, link building and visibility in AI answers.
Best for: Zagreb companies that want SEO inside a wider marketing plan run by one team. Its list of twelve services is broad, so ask which people run the SEO work and how it is reported.

Digitalni Puls describes itself as an SEO and marketing agency from Zagreb. Its homepage says it has a transparent price list and shows testimonials attributed to named people and companies. SEO optimisation, PPC advertising and social media management are among its services.
Best for: businesses that want SEO with prices stated up front and references they can check. Ask for the price list in writing, with what each month of SEO work includes.

Honest Marketing calls itself a boutique digital marketing agency in Zagreb. Its site says it was founded in Ireland in 2019, that it works with a small number of clients, that it does not sell ready-made packages and that it publishes transparent prices. SEO comes first in its list of services, and it states a 4.9 rating on Clutch.
Best for: companies that want direct contact with the people doing the work and a small team. The site mentions brands in Croatia and abroad, so ask who runs your account day to day.

Nulla Marketing is a marketing agency from Zagreb covering strategy, SEO, Google Ads, ASO and AI search. It says it has delivered more than 60 client projects and that one person stays in direct contact from the first conversation to delivery, after a workshop that defines the offer, the audience and the priorities.
Best for: companies that need a clear strategy before choosing channels. Ask who does the SEO work, and whether the workshop is part of the price or a separate step.

DigiAdria is a digital agency from Zagreb that combines Google Ads, Meta Ads, SEO, websites, AI automation and training for entrepreneurs. Its homepage offers a free analysis and shows campaign results it presents as its own, including a return on ad spend of 1142% for a webshop.
Best for: webshops and service companies that want paid ads and SEO run by one team. Ask for reports on sales and enquiries, not only on clicks, and check how the ad results are measured.

Kala Presence calls itself a full-service digital agency in Zagreb, focused on results. Its homepage lists website building, online advertising, marketing and SEO optimisation as its four services, says it works with more than 100 clients, and advertises free consultations as a first step. Its SEO offer is described as analysis, then plan, then implementation.
Best for: Zagreb companies that want websites, advertising and SEO from one team. The homepage names no clients and publishes no prices, so ask for named references and for the SEO scope in writing.

Digitalni asistent is a digital marketing agency from Zagreb. SEO is its main stated focus, with service pages for SEO optimisation, Google advertising and webshop building, from the first SEO analysis to the content on the page.
Best for: small businesses that want SEO and a webshop from one contact. The site shows few named clients or case studies, so ask for references and for the results of past SEO work before the first invoice.

Aplitap is a digital agency whose homepage gives a postal address in Zagreb, on Ilica 310. It presents SEO next to web design, webshops, Google and Meta advertising, branding and social media, and says its websites are built for speed, clarity and SEO.
Best for: Zagreb companies that want a website built with search in mind, plus advertising from the same team. SEO is one service among many, so ask for the SEO scope in writing.

GoTraffic is a performance marketing agency from Zagreb. Its site describes it as a Google Premier Partner since 2024, with more than 300 projects and more than 2 million euros of annual budget. Google Ads, Meta Ads, TikTok and SEO are its four specialties.
Best for: companies that want paid campaigns first and SEO as a second channel. Because SEO is one of four specialties, ask who holds the SEO work and what it delivers each month.

Digital Matrix is a digital marketing agency from Zagreb. Its homepage lists SEO, Google Ads, Facebook and Instagram advertising, social media management, web design and AI optimisation. It states more than 10 years of experience and more than 100 satisfied clients, with few named projects on the homepage.
Best for: local businesses that want one provider for many channels and an established Zagreb name. Ask for named references, since the homepage gives few.
The criteria below were fixed before we checked who meets them. Each cell reflects only what the agency publishes on its own site. Where nothing is published, the cell says so rather than guessing.
| Agency | Stated focus | Zagreb shown on the site | Prices | References on the site |

Read "not published" as a lack of public information, not a lack of competence. Several of these agencies probably serve more clients than their homepage shows, and the honest way to find out is to ask them directly.
Three questions separate a shortlist faster than any case study, and each one answers one of the fears above.
1. Who will do the SEO work, and will you meet that person before signing? A named person who writes, checks and reports is the difference between a service and a sales pitch. Ask for that name in writing.
2. What exactly is included each month, and what is not? Ask for the scope in writing: the pages, keywords, content and technical checks covered, and who approves the Croatian copy before it goes live.
3. Which result will be measured, and from which starting point? Agree on one or two indicators you already track, such as enquiries, sales or the position of your key pages, and record their level on day one.
Three limits, stated clearly, because a ranking that claims to settle everything is not useful.
It is built only on public information. We read what each agency publishes on its homepage. We did not audit a site, read a report, interview a client or visit an office. An agency that communicates little and works well will be underrated here.
It cannot know your context. A webshop that needs sales this quarter and a services firm that needs local enquiries rarely need the same agency. The Best for lines matter more than the order.
It ages. Agencies change their websites, teams and offers. The Zagreb filter depends on what each site shows today, so the list should be checked again before you rely on it.
This is the honest part, on a page published by a software company. An agency beats software wherever the work depends on people: understanding a business, interviewing its experts, writing Croatian copy with the right tone, choosing which pages to build first, and judging when a technical fix will cost more than it returns. Software can speed up each of these steps, but judgement about a local market is still a human task, and anyone who claims otherwise is selling you something.
What no agency solves alone is the body of material that AI assistants and search engines read: your own site, your articles, your comparison pages and what customers say about you. That is the part that Sorank works on. Sorank is software, not an agency: keyword research, article writing, internal linking, publishing to your site, and tracking how often your brand appears in the answers AI assistants give. Pricing starts at 99€ per month, with 3 days offered and a card required at sign up. If you would rather talk it through first, book a call.
If you want one recommendation for Zagreb: Ovisy if SEO should lead a wider marketing plan with named references, Digitalni Puls if you want prices stated up front, and Nulla Marketing if you need a strategy before choosing any channel.
Then ask how the agency works before you ask what it promises. Check the Zagreb address, who does the work and how results are measured. For a broader view of when hiring an agency makes more sense than working in house, read our agency guide.
One other agency came up in our review. It shows a Zagreb link on its own site, but its homepage lists SEO among a long menu of services, from web building to 3D printing, which is why it sits below the top 10.
| Agency | Site | What they publish about themselves |
|---|---|---|
| Koni.Design | koni.design | Digital agency based in Krapina and Zagreb offering websites, eCommerce, AI chatbots, Google Ads and SEO, with 46 projects in its portfolio |
This ranking reflects my own experience and opinion as an SEO expert with more than 7 years in the field. It is based on verified facts, but the order itself is my personal view.
A named person who writes, checks and reports is the difference between a service and a sales pitch. Ask for that name in writing.
Ask for the scope in writing: the pages, keywords, content and technical checks covered, and who approves the Croatian copy before it goes live.
Agree on one or two indicators you already track, such as enquiries, sales or the position of your key pages, and record their level on day one.
