Our ranking of the 10 best SEO agencies in Luxembourg in 2026, built on public information, with the criteria, the method and the limits stated.

On this page
In short
WebBoost Agency ranks first for a local team that bundles a website, SEO and Google Business Profile work, with a free SEO audit to start. AR Digital suits businesses that want SEO next to advertising and social media, with reviews they can read. ECOM LUX is the choice for one accountable team covering the site, SEO and branding. Moov Agency offers a free scan of your site and a human audit within 48 hours. Addedsense builds WordPress sites designed for search, with hosting and maintenance. Synapse Communication combines SEO with print and signage. Intrépide Studio brings together branding, web, SEO and photo or video. Go-To-Market Luxembourg targets startups and SMEs with growth marketing. Webmark offers affordable websites with SEO and hosting. Next 2 One starts from a free flash audit based on your domain name. The deciding criterion is not the numbers an agency claims. It is whether the agency puts SEO in writing, shows proof you can check, and says which part of its work a Luxembourg subsidy can pay for.

Choosing among the best SEO agencies in Luxembourg means choosing who will still answer your questions after the contract is signed. Two agencies on this list put a subsidy on their homepages, so start with the official rules: according to the Ministry of the Economy's page on the SME Packages Digital, last updated on 11 March 2025, the aid covers 70% of eligible costs for projects between 3000 and 25000 euros excluding VAT.
Your customers may search in French, German, English or Luxembourgish, and a supplier who works in the same market is more likely to know which of those matter for your sector. Every agency in this ranking has an address in Luxembourg City on its own website, which is the condition we set for this city ranking.
The market for newer services is still early. According to STATEC's Overview of Business Statistics, released in July 2025 and reported by Chronicle.lu, 8% of Luxembourg enterprises reported using AI in 2023. Only a minority of local firms use AI tools themselves, so buyers rarely have a yardstick for "visibility in AI assistants", a service several agencies on this list sell. Ask how it will be measured before you pay for it.
Four fears come up again and again. They are specific to a small market, where the same few names compete for the same accounts.
1. Paying for SEO they cannot see. Rankings move slowly, and a monthly report full of impressions proves little on its own. Without a starting level for the indicators that matter to you, you cannot tell whether the work paid off, whichever agency you choose.
2. Being invisible where local customers look. Local customers often find a business through Google Maps and local results, so a listing that is wrong or unmanaged costs you directly. On the ten homepages in this ranking, only WebBoost Agency names Google Business Profile work among its services, so ask who will manage your listing and its reviews.
3. Choosing on the subsidy headline. Two agencies in this ranking put subsidy figures on their homepages. The official page for the SME Packages Digital names creating or improving a website and running social media campaigns under digital marketing. It does not name SEO, hosting or consultancy, so an agency that sells SEO under the package should show, in writing, which part of its work is eligible.
4. Losing control of the site and the accounts. The domain, the hosting, Google Search Console and the Google Business Profile should stay in your name, with the agency given access rather than ownership. This matters most in bundles where hosting and maintenance come with the build, such as the one Addedsense describes on its homepage.
We set four criteria before looking at who wins them, and we applied them only to what each agency publishes about itself. We reread every homepage on 6 November 2026, and this page will be reviewed every 90 days.
1. SEO as a named offer. SEO has to appear on the site as a service in its own right, not just a word in a long list of services.
2. Proof published on the site. Named clients, projects or Google reviews shown on the site, with a number you can check when one exists.
3. Local and post-Google coverage. Google Business Profile, technical SEO, content, and visibility in the answers given by AI assistants, not only a website.
4. A clear entry point. A free audit, a free quote or a published package that a buyer can act on this week.
What we deliberately did not do: we did not rank on the figures agencies publish about themselves, such as review counts, client totals or return promises. We quote them only as the agency's own claim, because they cannot be checked from outside. We also kept only agencies with an address in Luxembourg City on their own site. Nine agencies whose addresses are in Hesperange, Bertrange or Strassen did not qualify for this ranking.

WebBoost Agency is a communication agency based in Cessange, Luxembourg. Its homepage presents SEO as one of its three main services, next to websites and branding. It describes 360-degree strategies built on web design, local and organic SEO and Google Business Profile optimisation, and it offers a free SEO audit. The homepage also shows a 5/5 Google rating, which is the agency's own claim.
Best for: small and medium businesses that want one local supplier for a website, local SEO and a Google Business Profile, with a free audit to start. The homepage says little about its method, so ask what the audit covers before you book.
AR Digital is a digital agency with an office on boulevard Marcel Cahen in Luxembourg City. Its services include custom websites, SEO, advertising campaigns, social media management and lead generation. Its homepage shows more than 60 Google reviews, which it says Trustindex checks against Google as the original source, and it says it has supported more than 50 companies. It also advertises up to 17500 euros of support through the SME Package, which is what 70% of a project capped at 25000 euros excluding VAT would give.
Best for: companies that want SEO bundled with advertising, social media and reviews they can read. SEO is one of six services on the homepage, so ask for its own SEO plan, with the keywords and the results it will track.

ECOM LUX is a 360-degree digital agency based in Luxembourg City, on rue de l'Aciérie. Since 2020 it says it has delivered more than 200 projects for SMEs, mid-sized companies and institutions in Luxembourg and the Greater Region, with a team of six. Its SEO offer sits alongside website creation, digital marketing and branding, and it states that up to 70% of a project can be financed through the SME Packages. The agency is part of the ECOM Group.
Best for: companies that want one accountable team for their site, SEO and branding, and that plan to use the SME Packages. The 70% figure is the agency's own claim, and the official page does not name SEO among eligible costs, so ask for that split in writing.

Moov Agency builds websites, apps and AI automation for SMEs. Its main office is on rue Gabriel de Marie in Luxembourg City, and its homepage also names a secondary office in Tunis. Its entry point is a free scan of your site, which it says scores SEO, performance and visibility in AI assistants within 30 seconds, followed by a human audit within 48 hours. The homepage also promises a 90-day return on investment, which is the agency's own promise.
Best for: SMEs that want a quick, free technical check before committing to a build. The 90-day return is not a result we could verify, so ask how it is measured and what happens if it is missed.

Addedsense has been building custom WordPress websites for small and medium-sized businesses since 2005, from its office on rue des Peupliers in Luxembourg City. It sells website design alongside hosting, maintenance, content updates and accessibility. SEO has its own block on the homepage, covering technical optimisation and content for organic search, and the site shows named projects such as CEC Luxembourg.
Best for: SMEs that want a WordPress site built for search, with hosting and maintenance from the same team. SEO sits inside a web build here, so ask for the keyword research and the plan after launch before you sign.

Synapse Communication is a communication agency on route de Longwy in Luxembourg City. Its homepage describes 15 years of experience in signage and branding, and it lists web and SEO alongside graphic design, print and textiles, signage and lettering. The site also shows a section of client testimonials and a blog.
Best for: businesses that want SEO together with print, signage and branding from one supplier. SEO is one service among many here, so ask for examples of SEO work for clients in your sector.

Intrépide Studio is a web and digital marketing studio based on rue Nicolas Bové in Luxembourg City, active since 2017. Its homepage groups branding, web, content creation and digital marketing, and it lists SEO, search advertising and visibility in AI tools among its services, together with photo and video production.
Best for: companies that want branding, a website and photo or video under one roof. Its homepage says little about how it runs SEO, so ask for a sample audit or a case study before you choose.

Go-To-Market Luxembourg is a growth marketing agency for startups, scaleups and SMEs, based on rue de Neudorf in Luxembourg City. Its homepage lists lead generation, website development, paid search and AI automation, and it presents itself as born in Luxembourg's startup ecosystem. It shows client logos and publishes customer stories, and it says its pricing is designed to be affordable for startups, without showing a price.
Best for: startups and SMEs that want SEO, search advertising and a website as part of one growth plan. No price is shown, so ask for a fixed scope and budget before you commit.

Webmark is a boutique web design and online marketing agency on rue de Hollerich in Luxembourg City, which its site says is visited by appointment. It covers website design, graphic and logo design, and online marketing that includes SEO, Google Ads, Facebook advertising and email marketing, as well as affordable web hosting. Its homepage says its websites are designed to sell.
Best for: small businesses that want a website, SEO and hosting at a modest budget from one supplier. Its pages show no prices or client figures, so ask for the scope and the monthly cost in writing.

Next 2 One is a digital transformation agency for SMEs, based on route d'Esch in Luxembourg City. It offers website creation, digital marketing and search engine optimisation. Its entry point is a free flash audit: you enter your domain name and receive the audit at no cost. It also offers a digital maturity audit, and its homepage sets out four steps: analysis, action plan, support and results.
Best for: SMEs that want a diagnosis and a priority list before they spend. The flash audit is a starting point, not a result, and the homepage says little about SEO outcomes, so ask for a sample report.
The criteria below come from the four set out above, and each cell reflects what the agency publishes on its own site when we read it on 6 November 2026. "Not published" means the site does not say, not that the agency cannot do it.

None of the 10 homepages we read shows a price, so ask every agency for a written scope and a monthly cost.
Three questions separate a shortlist faster than any case study, and each one matches one of the fears above.
1. Which part of the SEO work is in the contract, and which part is eligible for the subsidy? Ask for the scope in writing. The official page names website creation or improvement and social media campaigns, but not SEO. Get the answer line by line, and check eligibility with the House of Entrepreneurship of the Chamber of Commerce, the first step the official page makes mandatory, before you commit.
2. Who owns the domain, the hosting, Google Search Console and the Google Business Profile? They should all be in your name, with the agency given access. An agency that holds the keys can end the relationship by ending your access.
3. Which indicators will be reported each month, and what is the starting point? Agree on one or two numbers you already track, such as leads, sign-ups or clicks from Google, and record their level on day one. Without a baseline, no report can show whether the work worked.
Three limits, stated clearly, because a ranking that claims to settle everything is not useful.
It is built only on public information. We read what each agency publishes and checked the sites in November 2026. We did not audit a site, read a client file or verify a result. An agency that communicates little and works well will be underrated here.
It cannot know your context. A retailer, a law firm and a startup need very different SEO work. The "Best for" lines matter more than the order.
It ages. The subsidy page was last updated in March 2025, agencies appear and pivot, and some will close. This page is reviewed every 90 days.
This is the honest part, on a page published by a software company. An agency beats software on what needs a person in the room: understanding how a Luxembourg buyer decides, choosing which local listings and partners matter for your sector, answering a bad review in the right tone, and helping with the paperwork when a subsidy is involved. None of that is automatable today, and anyone who claims otherwise is selling you something.
What no agency fixes on its own is the part of your visibility that sits off your own site. AI assistants and search engines draw on reviews, directories, articles and comparison pages, so a site that ranks but is cited nowhere else remains a fragile recommendation.
That is what Sorank works on. It is software, not an agency: keyword research, article writing, internal linking, publishing to your site, and tracking how often you appear in the answers given by AI assistants. Pricing starts at 99€ per month, with 3 days offered and a card required at sign up. If you would rather talk it through first, book a call.
If you want a single recommendation: WebBoost Agency if you want one local team for a website, SEO and Google Business Profile work, starting with a free audit; AR Digital if SEO has to sit alongside advertising and social media; ECOM LUX if you want one accountable team and plan to use the SME Packages; and Moov Agency if you want a free technical check before you commit.
Whoever you choose, ask what the subsidy pays for before you sign, and ask who keeps the accounts. To see where SEO fits among the channels that bring customers, read our 50 best customer acquisition channels in 2026.

This ranking reflects my own experience and opinion as an SEO expert with more than 7 years in the field. It is based on verified facts, but the order itself is my personal view.
The official page names creating or improving a website and running social media campaigns under digital marketing. It does not name SEO, hosting or consultancy, so ask each agency for its eligible items in writing before you commit.
You should own them, and give the agency access. Keep the domain, the hosting, Google Search Console and the Google Business Profile in your name.
One or two indicators you already track, such as leads, sign-ups or clicks from Google, measured against a starting level recorded on day one.
