Our ranking of the 10 best advertising agencies in Luxembourg in 2026, built on public information only, with the sources, the method and the limits stated.

In short
Binsfeld tops our ranking of the best advertising agencies in Luxembourg: its homepage covers advertising, digital, social media, video and branding, and names clients such as Baloise, Enovos and Ville de Luxembourg. Concept Factory is the full-service option with an office in Bonnevoie, Noosphere suits organisations that want brand strategy and campaigns under one roof, SHINE fits brands that need video, photo and paid campaigns from one team, and HYPE is the choice when social media is the core of the job. The deciding criterion is not the number of reviews an agency displays, it is whether it tells you who buys the media, in whose name, and how results will be measured.

Choosing among the best advertising agencies in Luxembourg means choosing among firms that work in a small and multilingual market. Salaried employment in Luxembourg grew by about 2400 jobs in the third quarter of 2025 alone, and by about 6300 over twelve months, according to STATEC's figures for that quarter, as reported by Paperjam. More companies hiring means more brands competing for the attention of the same readers, in the country's three official languages and in English.
A local agency knows the market its clients sell into. Luxembourg has a large cross-border workforce, with residents and commuters from France, Germany and Belgium, and campaigns planned from abroad often miss how people here read, buy and trust a brand. An agency with a team or an office in Luxembourg can check a message in French, German, Luxembourgish and English before it goes live, and it knows which local media and events carry weight.
Public money also shapes what small businesses can buy. The SME Packages Digital, run by the Ministry of the Economy, pay 70% of eligible costs for digital projects costing between 3000 and 25000 euros excluding VAT, according to the official guichet.lu page, last updated 11 March 2025. The company must have its head office in Luxembourg and meet SME criteria, and the aid is reimbursed once the package is in place, so the company pays the provider's bill first. An agency that knows this scheme can shape a realistic budget, while one that does not may leave the subsidy out of the quote.
Choosing a local agency is also a question of trust. Luxembourg is a small market where a weak campaign is easy to spot, and where a reference to a public institution or a major bank weighs more than a generic claim. That is why this ranking looks at what each agency publishes about its own clients and its own presence, and applies the same test to every agency, from the largest to the smallest.
Four fears come up when companies here hire an advertising agency, and each one can be checked before signing.
1. Paying for reach that misses the market. A campaign built for one language or one country can look good in a report and still fail to reach the people who buy. Ask which languages and audiences the agency has actually run campaigns for.
2. Buying media in the agency's name. If the advertising accounts belong to the agency, the audiences, the history of results and the budget relationship leave with the agency when the contract ends. Ask who owns each account before the first euro is spent.
3. Missing a subsidy at the paperwork stage. The SME Packages are paid after the project is in place, and eligibility depends on the company's status, size and head office. A quote that ignores these rules can leave a small business paying the full bill.
4. Tracking that breaks the rules. Targeted advertising relies on tracking visitors. In the European Union, much of that tracking requires the visitor's prior consent, and an agency that sets up pixels or retargeting without explaining how consent is collected exposes the brand, not only itself.
Four criteria, fixed before we checked which agency meets them, applied only to what each agency publishes about itself. Every homepage on this list was reread in November 2026, and this page is scheduled for review every 90 days.
1. Campaigns run by the agency itself. Advertising campaigns that the agency buys, plans and runs, as announced on its own site, rank above firms that only design materials.
2. Creative produced in-house. Concept, visuals, video, identity or websites made by the agency and shown on its site.
3. Named clients and attributed work. Clients named on the site, with the work attributed to them.
4. A presence in Luxembourg. An office, a team or creative work based in Luxembourg, stated on the agency's own site. An agency with no stated place in the country was not eligible for the top ten or the honorable mentions.
What we deliberately did not do: we did not use the review counts, client totals or project numbers displayed on these sites as evidence. "More than 50 companies" or "60 Google reviews" are claims that cannot be verified from the outside, so they appear here only as the agency's own words, never as proof.

Binsfeld is an integrated communication agency in Luxembourg. Its homepage lists advertising, digital, social media, video and motion design, branding, content, live events and print, and names clients such as Baloise, Enovos and Ville de Luxembourg.
Best for: companies that want advertising, digital and branding handled by one team, with named public and corporate references to check. The homepage lists many projects, so ask which ones the agency ran from start to finish.

Concept Factory is a full-service communication agency in Luxembourg, active since 1995, with offices in Bonnevoie. Its homepage covers creative, digital, social, media, design, analytics, advertising and events, and names clients such as Mazda Belux and Flex Carsharing.
Best for: Luxembourg companies that want a single full-service partner for creative, media and events, with a local office to visit. Because the scope is wide, check how much of the advertising work the team does itself.

Marc Wilmes Design says it plans, books and carries out advertising campaigns across the full range of media, with websites built in-house and branding, print and packaging work alongside them. Its homepage presents a portfolio and a section on its offices in Luxembourg, but the text we read does not name its clients.
Best for: brands that want media buying and design from the same studio, with print and packaging included. Ask for the client list and references before shortlisting, since the homepage text does not name them.

Noosphere Brand Strategy is a communication agency in Luxembourg that combines strategy, branding, digital, photo and video in one studio. It describes six departments, from marketing and strategy to retail marketing and events, and names campaigns for BGL BNP Paribas, the Ministry of Health and Delhaize Luxembourg. It says it has worked on brand strategy for more than 18 years.
Best for: organisations that want strategy, creative and campaigns under one roof, with banking, public and retail references. Ask who will run your account day to day, so you know who you will actually work with.

Mastercom is a communication and audiovisual production agency based in Luxembourg, which describes its work as 360°. It says it works with institutions, companies and brands, with premium audiovisual content and digital campaigns, and its homepage groups its work under corporate, government, sport and events. It presents itself as present in Luxembourg and active internationally.
Best for: institutions and companies that want films, television-quality content and campaigns from one production house. Its strength is production, so ask who buys and plans the media behind the campaign.

SHINE calls itself Luxembourg's creative agency for video production, photography, web design, social media and digital advertising. Its homepage names brands including RAK Porcelain, Motortech and Maestri della Pasta, and presents performance marketing as advertising that turns ad spend into measurable revenue.
Best for: brands that want video, photo and paid campaigns run by the same team. Ask how the agency reports results, since the homepage makes the promise without showing a method.

In Digi is a digital marketing agency based in Luxembourg. It offers company creation, websites and online shops, brand identity, social media management, online advertising and AI chatbots, with one point of contact. Its homepage displays nine Google reviews rated 5.0, a claim we report without using it as proof.
Best for: founders who need a company set up, a website and advertising from one contact in Luxembourg. The offer is broad, so check which services the team delivers itself and which it subcontracts.

AR Digital is a web and digital marketing agency with a team based in Luxembourg. It offers websites, social media management, SEO, advertising campaigns and lead generation, and says it has supported more than 50 companies. Its homepage also mentions the SME Package subsidy.
Best for: Luxembourg companies that want a website, search and paid campaigns from one local team. Ask which of these services are run as campaigns with reported results, and which are one-off projects.

HYPE is a social media agency based in Luxembourg, active since 2018. It says it was the first agency in the country dedicated entirely to social, and it offers content creation, paid advertising and influencer marketing.
Best for: brands whose advertising is mostly social, with content, paid social and creators. If a campaign also needs a website or print, check how the work is split between the agency and any partners.

Intrépide Studio has worked in Luxembourg since 2017, bringing together branding, website creation, SEO, SEA, AI visibility, photo and video. Its homepage lists projects in branding, web and digital marketing by title, without a full client list.
Best for: companies that want branding, a website and search advertising from the same studio, with photo and video content. Ask for named references, since the projects are shown by title.
The criteria below were chosen before checking who wins them, and each cell reflects what the agency publishes on its own site as of November 2026. When an agency does not publish a piece of information, the cell says so rather than guessing.

Read the "not published" cells as a lack of public information, not a lack of competence. Several of these agencies almost certainly serve more clients than their homepages show, and the honest way to find out is to ask them directly.
Three questions separate a shortlist faster than any case study, and each one matches one of the fears above.
1. Who buys the media, and in whose name? The answer should be clear: accounts opened in your company's name, or accounts the agency runs for you and that you can access at any time. Ask for the list of accounts before the campaign starts.
2. Is the project eligible for the SME Packages, and who checks it before you order? Eligibility depends on your head office, your SME status and your authorisation from the Ministry of the Economy. Ask the agency to confirm it in writing and to quote against eligible costs, because the aid comes after the work is done.
3. Which result will be measured, and against what starting point? Agree before the start on one or two indicators you already track, such as sales, leads or branded searches, and record their level on day one. Without a baseline, no report can tell you whether the campaign worked.
Three limits, stated clearly, because a ranking that claims to settle everything is not usable.
It is built only on public information. We read what each agency publishes and checked that the sites were online in November 2026. We did not audit any campaign, interview any client or verify a single result. An agency that communicates little and works very well will be underrated here.
It cannot know your budget or your sector. The right partner for a bank or a public body is rarely the right one for a restaurant or a startup. The Best for lines above matter more than the order of the list.
It ages. Agencies in Luxembourg merge, pivot and open, and public subsidies change. The SME Packages page we read was last updated on 11 March 2025, so check the current terms on the official site before you budget.
This is the honest part, on a page published by a software company. An agency beats software on everything that requires local judgement: knowing which media a Luxembourg audience really reads, adapting a message across languages without a literal translation, choosing the moment to launch or stop a campaign, and building a working relationship with a client's team. None of that is automatable today, and anyone claiming otherwise is selling you something.
What no campaign solves on its own is the content people find when they search. AI assistants and search engines draw on articles, guides and comparison pages, and a brand that buys ads but has no useful content on its own site leaves a gap. That is what Sorank works on. It is software, not an agency: keyword research, article writing, internal linking, publishing to your site, and tracking how often you appear in the answers AI assistants give. Pricing starts at 99€ per month, with 3 days offered and a card required at sign up. If you would rather talk it through first, book a call.
If you want a single recommendation: Binsfeld if you want one integrated agency for advertising, digital and branding with named public and corporate clients, Concept Factory if you want full service with an office you can visit, Noosphere if strategy and campaigns must be planned together, SHINE if video and paid campaigns are the priority, and HYPE if social media is the core of the job.
And ask how the agency buys media before asking what it promises. The campaigns that last are built on accounts you control, on results you can name and on a subsidy checked in advance. Several other agencies based in Luxembourg came up in our review. They did not make the top ten, but each is listed here with its own description, so you can compare them on your own criteria.

This ranking reflects my own experience and opinion as an SEO expert with more than 7 years in the field. It is based on verified facts, but the order itself is my personal view.
Ask whether the ad accounts (Google, Meta, LinkedIn and others) are opened in your company's name. If they are, you keep the data, the history of results and the budget history if you change agency.
The SME Packages Digital require a head office in Luxembourg, an SME profile and an authorisation from the Ministry of the Economy. The aid is paid after the project is in place, so you pay the provider first. Ask the agency to confirm eligibility in writing and to quote against eligible costs.
Agree on one or two indicators you already track, such as sales, leads or branded searches, and record their level before the first campaign goes live. Without that starting point, no report can show whether the campaign worked.
